GDRP User deletion and data nuke

Hermes will be operated in the EU so I think we need to worry about GDPR (or we will say that until told otherwise by a more knowledgable person).

I think we are safe if we make sure that User deletion is built in from the start. Also I like the idea of a nuke it button that will remove all user data from the system and leave nothing but the raw science data such as the GPS, depth, and temp. Not sure if this is a good idea or not.
