index.php access "readme.md" issue

There is a bug in csv-to-api, the index file is trying to access "readme.md" which doesn't exist. There is a "README.md" file however, this could be an issue in linux based systems.

Any thoughts on if this is a feature or a flaw? I would think that when installing this, the readme.md of this repo would travel along, but I am not as fluent here.

Definitely a flaw. I remember that we were inconsistent in naming practices when building a few of the early Project Open Data repositories. I'll submit a pull request to resolve this.

Oh, hey, now I don't feel so terrible about this bug languishing for 10 months—@cman81 fixed this with fa96dbc. It's all coming back to me now. :) I'll close this as resolved.
