Provide ability to enable/disable markets

This would be useful for two reasons.

  1. Listing a market at a predetermined time. Currently as soon as one lists a markets, anyone can trade on it, which is a problem since there needs to be coordination around GUIs and market makers getting setup on the market.

  2. Closing markets. Disabling markets will be a pre-requisite to give people a chance to exit the orderbook before closing the entire market.
