Allow templates that don't deal with WebSites

e.g. I have a test repo here: https://github.com/davidebbo-test/DeployButtonScheduler. It has a template that deploys a scheduler, and no website.

Currently it fails with:

 No repository detected. The repository must be passed as either a referrer header or as a query string.

This is actually fixed with my recent changes.
