Use an inventory GUI for managing Command Tools

Adding /ctool explore (maybe a better name ?) to manage the command tools using a nice inventory-based GUI.

List all of the tools in an inventory GUI
Allow to pickup tools from the GUI to put in the user's inventory
Support pagination if amount of tools > inventory size.
