Admin should have a dashboard

Admins shoud have a dashboard that allows them to see:
- Rooms definitions
- and shifts graphically
- Shifts occupancy (%)
- Number of users
- Number of offspring in the system
- Identify users with more than 1 offspring
- Identify offsprings that have no shift assigned
- Identify users without offspring
- Switch on / off capabilities of the system
