The mm:SkipIfEmptyLocation directive does not do anything. The rule:
Individual: @f*(mm:Location mm:SkipIfEmptyLocation)
Generates an Individual when a cell in column F is empty. It also writes a message to the terminal such as "The cell location 'result'!F11 has an empty value"
