endpoint/cisco/spa/$model.cfg contains 6 line entries, exceeds tftp download buffer on SPA941 (perhaps others)

The SPA941 has only four lines. The $model.cfg file has entries for 6 lines and this results in a config file larger than the download buffer on the phone, causing the profile sync to fail. Other phones in the Provisioner/endpoint/cisco/spa/family_data.json file appear to only have four lines available as well -- so the extra two lines in the $model.cfg file don't seem to serve any purpose.
