Create a tool to remove spikes in RRD files

With the recent changes to fix spikes (issue 10, issue 41) I think we need
a reasonable tool to automatically fix RRD files. It probably ought to
dump them, run through and for each COUNTER value that is dramatically
different from the previous value, just set it to either unknown or set it
to the same as the previous value. There might already be tools to do this.
