Bypass auth for local development of add/edit/remove

- Allow contributors to develop against the edit/add/remove pages without having to set up an auth0 account and/or obtain the requisite secrets
- We can achieve this by providing an option to disable Auth0 in local development environments, treating the user as "signed in" if it is toggled
