Move to contrib?

I mentioned this in IRC the other day but not sure if you saw. If you did and don't want to move this, that's cool.

I was thinking if this was in contrib there'd be one canonical DOM effect at least, as it's probably the most commonly duplicated one, especially if we're doing separate effects rather than purescript/purescript#506.
