Move all the Scotty stuff into it's own file

Another step towards this being releasable, eventually the scotty dependency could be removed altogether. This would make it easy to integrate with whichever webserver is fastest these days.

Hmm, it could also remain batteries included but possible to easily integrate it with another webserver.

The overlap is small enough, and the refactoring annoying enough, that I'm going to leave it as-is for now
