Minor updates to reviewer guide

Related to #200, we probably need to add a little language for clarity in the guide for reviewers
- add language like "please complete your review before posting and please make sure you complete it under two weeks" if we don't have it already
- possibly add links to previous reviews throughout, as examples to help reviewers?
