Feature description

Create an example maximum likelihood estimation implementation with Pints: https://github.com/pints-team/pints/blob/main/examples/optimisation/maximum-likelihood.ipynb.

Motivation

Exploratory example to determine the best implementation strategy to integrate Pints' samplers and optimisers into PyBOP.
