Reasons for the request

FutureHouse (GitHub org) is a nonprofit and philanthropically-funded company based in San Francisco, CA, USA. Over the past seven months we've built a mathematically-grounded Python-based reinforcement learning framework called aviary.

By mid-September 2024 (this month) we will open source aviary (and several other related packages) and want to publish aviary to PyPI.

We would like to use the aviary package name in PyPI, but it's currently occupied by a seemingly abandoned project (link). The namespace was last updated over 7.5 years ago, and doesn't have a "Download files" link on its 0.1.0 version (which we think means there's no files). The PyPI stats page yields no results for aviary, leading us to believe no one downloads it: https://pypistats.org/search/aviary

Thus, we are making this name transfer request.

Hey @jamesbraza, just as an FYI I put in a PEP 541 request about this same name a few months ago (#4314) for my team's project, also called Aviary. We've been open-source since Jan 2024 under an alternate name om-aviary. We've also had no luck reaching the original owner.
