Future of `THANKS.txt`

We have not been keeping up with THANKS.txt. We should probably try to get that up to date. Also, I'm wondering if it would be better suited for pysal/pysal or even on https://pysal.org?

That's probably up to @sjsrey given there are all the NSF grants in there.
