setuptools 67.7.0 and higher now (as of Oct 2023...) error over license_file in setup.cfg
pypa/setuptools@73b5c62#diff-be02e6c16d3b55547f6432c4130b888a086dca03cbea525aa314b3de6b4f69daL576
which is used in
Lines 2 to 3 in 38bd6be
so you cannot build any tagged version of cffi.
