Downgrade python requirment of lapidary (runtime) to 3.8

While currently 3.7 is still supported, it's only for until mid-2023.

lapidary-render will stay on 3.10 until PyCharm support for 3.11 improves.

I'd like to use GH actions for the project - check if they can handle a monorepo with modules with different python versions.
