Upgrade version of Tex Live on docs server ?

See discussion at python/pythondotorg#1140. Looks like we need to have a newer version of Tex Live on the docs server. Not sure how best to make that happen.

@ned-deily do you know what the minimum version we need is?

It turns out that the problem was some needed updates to the cpython Doc/conf.py file due to Sphinx changes (see https://bugs.python.org/issue31423). So we shouldn't need to update Tex Live at this time. Sorry for the noise!
