Windows compilation failures are mis-reported on the hud page

Failures like https://github.com/pytorch/pytorch/actions/runs/6853039805/job/18639703059 where windows build fails to build then lead to the upload step to fail as well.
In the hud page https://hud.pytorch.org/pytorch/pytorch/pull/112882?sha=c4ed27d4394c6bb88f621483882c2b30019e4696 , the failed upload is the one showed in the inline visualizer instead of the compilation failure.
