feat: Non-beta release of `0.6.4`

Feature Request

Describe the Feature Request

safety 3.x requires 0.6.4b0 or greater of this package.

Downstream package managers (such as conda-forge), generally don't publish pre-releases to their main package lists once a stable release goes out. Exceptions are made for packages without a stable release, such as black, which was in pre-release for a long time, but most don't now ship new alpha/betas unless they are behind a flag, creating more work for maintainers and users.

Describe Preferred Solution

  • a 0.6.4 stable release on PyPI
  • a tag here

Describe Alternatives

Downstream package managers can sometimes create prerelease lists (a la conda-forge/dparse-feedstock#8) but then downstream package dependents (such as https://github.com/conda-forge/safety-feedstock/pull/21/files) would be mysteriously difficult to install.
