[BUG] Vehicle Depot

Describe the bug
If a players vehicle poofs while they are doing like a job or roleplaying in the area away from vehicle, the vehicle will poof and vehicle can be retrieved till restart. The issues is when you have the auto respawn off the vehicle will not go into the depot. When the server restarts the vehicles will not be in any garage till you turn back on auto respawn back into garage. This bug is a huge issues for roleplay servers. There is also an issues recently were players will randomly not get keys to the vehicle. Only started with the new download of QBCore.

To Reproduce
Steps to reproduce the behavior:

  1. Turn Config.AutoRespawn = true to Config.AutoRespawn = false
  2. Purchase a vehicle or do the admin code to give yourself a vehicle.
  3. Once you have the car leave it out or /dv it.
  4. Restart server and you will not find your vehicle at the depot till you turn step 1 back to "true".

Expected behavior
The players vehicle will vanish and will never be found at the depot or a garage after restart.

We pushed a fix that gave the car a depot price if it's out on a restart
