Upgrade to latest version of PostgreSQL

Can you please upgrade to PG >= 14.1.

The reason for the upgeade is you can't use .pgpass file with Amazon RDS PostgreSQL tokens. This wasn't fixed until version 14.1. See postgres/postgres@b55b4da

Hi, to update a package is ~day of work. We can add PG update to the next batch of updates of multiple libraries coming in the first half of 2022. If you need the fix ASAP, I suggest to contact me on mail peter.petrik@lutraconsulting.co.uk
