admin-required setting on a Fabric server doesn't work

Pretty much just the title. If I set admin-required to true and deop myself I can still run /account link. Also is there any way to disable the "This server is running Crowd Control" message when a player joins?

The join message might be required for our EULA compliance, not sure, will look into it
