Support effect pausing

Easy enough for singleplayer, there should be a function I can mixin somewhere. But no idea for multiplayer what to do (if anything?)

All effects are now paused when the game is paused (needs more testing; might only work with F3+Esc and not Esc at the moment? hard to tell with just CC overlay), now effects just need to actually support effect pausing/resuming
