Toggle Block Quote: Skipping lines

Summary of issue

I noticed that when I select a few lines of text and run the Toggle Block Quote command, a line is often skipped. It can depend on where I start selecting the text. Here is a demonstration: https://youtu.be/t9Qiivf_Zzs

Steps to reproduce:

  1. Start with some text that I want to format as a block quote.
  2. Drag to select text
  3. Run Control + Shift + Q in VS Code in macOS

What have you tried?

I've tried selecting text slightly differently, as you can see from the demo above.
