Rework reporting wrong segments: change timecodes, replacement, delete, report

Report system does not fit needs of ADN.
I have to add more functionality: option to change timecode without loosing pathfinder's status, an option to replace segment, a vote to delete segment and report with text.
To achieve this goal, it is necessary to redesign the server side of the self-moderation system.
