Create a function to determine the state of the comms subsystem

Goal

Create a function that determines if your subsystem is working or not. Based on the outcome of this set one of the pins to high if it is working and low if it is not. This is going to be used to have a visual representation of the overall state of the balloon at the launch. See Issue 16 for more information. You can make this as simple or complicated as you wish and if you have any further questions please let me know.
