Timestamp formatting in Chart Panel should be configurable

It would be a great improvement to allow for multiple formats of timestamps in the axis labels of the Chart panel, as shown below in the X-axis:

Allowing users to set arbitrary formats could be great, but even a select list of existing formats would be a welcome improvement.
