Drop support for node < 18?

This would allow qunit to be ESM-only, if it wanted to.
but also, a bunch of the tools in use right now could be upgraded.

Yep, sounds good to me. I don't know about distributing ESM-only just yet, but definitely yes to Node 18+, and offering a native ESM export.
