Bump old packages without breaking things

Bump packages to the latest stable version that doesn't break things. Mostly to catch any code vulnerabilities but things like webpack might have a lot of improvements to them too in terms of bundle optimization and reliability. Unfortunately a lot of upgrades may break things too so you'll have to choose if an upgrade is worth it if it involves spending a significant amount of time rewriting code (I know last year's package bumps needed a complete rewrite of ALL API code)
