[tuify] In binary `rt`, prompt user when `--selection-mode` and `--command-to-run-with-each-selection` are missing in `select-from-list` command

The 2 args for the select-from-list subcommand are mandatory right now. Let's make them optional and prompt the user if either or both of them are missing.
