zh-TW locale files should use UTF-8 encoding.

What steps will reproduce the problem?
1. Change the preference general.useragent.locale to zh-TW.
2. Restart Firefox.

What is the expected output? What do you see instead?
Buttons and Options are disabled.

What version of the product are you using? On what operating system?

Thanks! Your new versions of the locale have been committed to the trunk (r23) 
and they'll be included in the next release.
