Create control endpoint or other mechanism for loading test fixtures into the Valkyrie plugin.

Would the ExternalApiStore (from #614), support of the OS-KSADM and OS-KSCATALOG Identity Extensions (PR waiting on #614 to be merged), and a conversion of the Internal APIs to be managed via ExternalApiStore's resolve this?
