Guide for reusable cookbooks

I was checking out Bryan Berry's blog post on reusable cookbooks, and would like to include some guidance here in the contributions docs/guidelines.

Although, I'd like to get some feedback first.

I think their are some decent guidelines there and the concept of wrapper cookbooks is powerful (and unavoidable with general purpose cookbooks). I strongly agree with Adam's 1st comment about how roles and cookbooks should be written.
