Links to spec isn't correct

In the readme, there's a link to ractivejs/component-spec which should probably be changed :)

Hmm. Clearly that is a link to an older name for this same repository, but it actually would be good to have a real component spec somewhere. Maybe that repository should be revitalized.

Ha, yes - I started writing a component spec, for the benefit of component loader implementers, but then it morphed into the component utils library. Never got round to actually writing the spec!
I've created the repo, now the README just needs writing...
