Add "Edit plugin data" form in admin

Admins for models that have plugin_data field should have additional Edit plugin data form to let site admins to customize plugins data.

Marking this as plugin material. I'll implement this as a plugin so Misago out of the box doesn't tempt people with plugin data UI.
