[bug] Get a Wallet option for Coinbase Wallet does not suggest to create a Coinbase Smart Wallet

Current Behavior

When the user follows the flow:
Connect -> Get a Wallet -> Coinbase Wallet -> GET

The Get Coinbase Wallet screen doesn't allow the user to create a Coinbase Smart Wallet even if the coinbaseWallet preference is set to smartWalletOnly.

Expected Behavior

I expect the user to be offered the option to create a Coinbase Smart Wallet.
