clicking Create plugin does not result in any dialog box appearing. Could this be a setting problem?

Which resource? Are you using the october:mirror console command?

Yes, using Homestead

It needs to be run again every time you install a new plugin or theme, so run it again. You probably installed the builder plugin after running it the first time.
