Sorry for getting back so late. As is quite obvious, I have not been actively maintaining this. That ticket is an internal error reference mechanism in Web2Py. The ticket would be viewable on the server, to the administrator, which would give the actual error.
So, for lack of information on this issue, I am closing this.
