Maintenance: Adjust CI/CD workflow to run on code changes only

As of now, any PR changing docs, GitHub files, and README requires the entire CI/CD to run.

Also noticed E2E can only run from within the base repo (denied on forks) - will delete my fork and use base from here onwards
