Issue Description

plugins failed to load properly
submit the issue.**
so after setting up the directory for metasploitable3 and the Vagrantfile in the powershell when running the vagrant up command
it triggers an error

Host System

• OS:Windows 10 64bit Proffessional
• Packer Version:1.9.1
• Vagrant Version:2.3.7
• VirtualBox Version:7.0.8
