[DOC] Update documentation links to the stable branch

Nowadays, links to RAPIDS methods refer to specific RAPIDS versions, such as:
https://rapidsai.github.io/projects/cuml/en/0.10.0/api.html#cuml.metrics.accuracy.accuracy_score
It is needed to update them to link to the stable branch, something similar to:
https://rapidsai.github.io/projects/cuml/en/stable/api.html#cuml.metrics.accuracy.accuracy_score
