Migrate k8s-dask/notebooks/xgboost-gpu-hpo-job-parallel-k8s.ipynb to deployment docs.

9. Make PR to deployment docs repo

I've already migrated a version of this notebook for testing in rapidsai/deployment#108. It may not be up to date and I still need to run through the checklist here to make sure it is done properly.
