Queue priority routing should recognise empty queues

Closed this issue · 1 comments

If a higher priority queue is busy and the queue routing logic notices an empty
lower priority queue it should route the next message to the empty queue.

This shouldn't work in reverse, higher priority queues are meant to idle for
higher priority messages.
