I receive the above error consistently when I:

  1. Copy Noobs Lite to my SD card Fat32 partition
  2. Add my own wpa_supplicant.conf file to the root of the SD card
  3. Boot Noobs lite and select to install Raspberry Pi OS Lite

If I switch off at that point and switch back on, it installs fine.
