Review of solar neutrino spectra

As we've updated many of the dependencies of ratpac including the physics processes from Geant4 in the update campaign, it also stands to reason that we should review whether the solar neutrino spectra in ratdb/SOLAR.ratdb remain up to date. This file should also be updated with documentation for the values inside to enable ease of future reference.
