tenant_id/target_name are not encoded properly

Configuring tenant_id or target_name with spaces or special characters leads to errors. These URL components should be properly URL-encoded.

Spaces are not allowed. For everything else hawkBit seems to act inconsistent. I've created eclipse-hawkbit/hawkbit#1135 for clarification.
