Shift wercker to docker pipelines

currently hosted in on wercker classic, we need to migrate to docker based pipelines as this mode is no longer supported.

@captn3m0 @rishabhp can you grant me admin access to the repo? Also, I would need to delete the existing wercker app. Will probably take few hours to fix the setup sometime tomorrow. Let me know if that is fine.
