Simplify hudanimations

speaking with afbiklwnef njw;kfn jn.kj.h I get the impression that animations probably affect fps more than I anticipated. budhud animations were originally designed with a #base includes mindset, but now it seems that it may be performatively-inhibiting to have multiple animations within a single file. Along with this, I should probably remove the #base aspects of the animation (bh_ammo_base.txt, bh_health_base.txt, etc).
I'll need to do some benchmarks to verify that this is the case, though
half-assed benchmarks tests are suggesting animations are actually not the problem in this case, which is kinda sad because I was hoping it'd be that lmao. need to do more tests though
Honestly the fps issues, with a proper benchmarking demo, may be very marginal. Regardless, it may not be a bad idea to just redo my animation files to clean them up a bit.
